In this half-day seminar, constitutional experts, Mary McCordJacob Glick, and Rupa Bhattacharyya from Georgetown Law's Institute for Constitutional Advocacy and Protection (ICAP) will provide legal and practical guidance for law enforcement and university officials about how to appropriately balance public safety with constitutional rights, including those guaranteed under the First and Second Amendments. Topics covered will include the legal tools available to minimize the risks of violence during protests, demonstrations, and other public gatherings; constitutional limits on governmental regulations of such events; and permissible restrictions on unlawful private paramilitary activity. ICAP attorneys, who successfully obtained injunctive relief against white supremacist and private militia groups after the Unite the Right rally in Charlottesville in 2017, will also discuss what constitutes an unprotected "true threat." 

A working breakfast will be provided for the event.
