The Northern Virginia Emergency Response System (NVERS) Steering Committee is accepting project concept proposals for fiscal year (FY) 2026 funding consideration.

Proposals submitted in response to this call require formal endorsement from discipline committees as a prerequisite for consideration by the Steering Committee. The Steering Committee strongly recommends that project sponsors engage their discipline leadership, and representatives on the Steering Committee, to ensure proposals are in the best interest of the sub-region and align with strategic priorities. As outlined in the evaluation criteria, projects that build preparedness and response capability and/or capacity across disciplines and jurisdictions may receive more favorable evaluations. Conversely, projects of limited benefit to a single discipline, or have been developed without attempts to engage discipline leadership or Steering Committee representatives, may not be favorably evaluated. The Steering Committee encourages project sponsors to align their proposals with gaps, risks, and priorities illustrated through the NVERS Casebook scenarios. 

The Steering Committee has approved a Project Concept Proposal Worksheet (Appendix A) to provide project sponsors with a standardized approach when submitting proposals for consideration. Project sponsors may request technical assistance from NVERS staff in compiling their proposals by sending an email to fy26@nvers.org.

  • May 2026: Discipline committee review of project concept proposals
  • June 1, 2026: Project Concept Proposal Worksheets (Appendix A) due to NVERS staff
  • June 22, 2026: Review and recommendation of project concept proposals by NVERS Steering Committee
  • Summer 2026: NVERS Board of Directors' review of Steering Committee recommendations
