The Northern Virginia High Threat Response (HTR) Committee is a multi-discipline, cross-jurisdictional subcommittee of NVERS with a focus on the coordination and response elements of high-profile incidents that go beyond the day-to-day standard events that these public safety entities typically experience.  Previous national incidents including San Bernardino, Las Vegas, and the Navy Yard are examples of incidents the committee works to address.  The committee is comprised primarily of members of Fire/EMS and Law Enforcement agencies; however, Public Safety Answering Points (PSAPS), Emergency Management, and other State and Regional partners also routinely participate.  The committee meets monthly within the region and reports to both the Northern Virginia Fire Chiefs Committee and Northern Virginia Police Chiefs Committee.   Examples of work accomplished by the committee include the publication of the Northern Virginia Joint Action Guide (JAG), the development and deployment of Tactical Emergency Casualty Care (TECC) resources within the region, the implementation of standardized warm zone and hot zone best practices, and the development and instruction of unified command classes to the law enforcement and fire/rescue agencies across Northern Virginia.
