ICS 400 is intended for an audience of experienced responders and other senior emergency management personnel who may perform in a management capacity for major or complex incidents (Type 1 or Type 2 incidents).  Large and complex incidents that require the application of area command don't happen often. Although this is an advanced ICS course, it is not intended to develop mastery of area command. The purpose of this course is to expose students to the concepts of utilizing area command in major and complex incidents.

Purpose: To expose ICS and other incident management practitioners to the concepts of using area command in major and complex incidents. The course expands upon information covered in the ICS 100, ICS 200, and ICS 300 prerequisite courses. 

Prerequisites: ICS 100, 200, 300. Turn in copies on the first day of class unless contacted by Instructor or Course Manager.

Target Audience: Experienced senior emergency management personnel who may perform in a management capacity for major or complex incidents. This group includes individuals who may serve as the Incident Commander, as a member of a Unified Command, or as members of the Command or General Staff, or Multiagency Coordination Group/Emergency Operations Center (EOC) management for incidents that may use an Area Command.

The audience may include students from a variety of agencies and functional disciplines, including fire service, law enforcement, emergency management, public works’ departments, as well as public health organizations, medical emergency teams, and hospitals.
 

DHS STRONGLY RECOMMENDS that a minimum of six months should pass between completion of ICS 300 (Intermediate) and ICS 400 (Advanced) to allow students to utilize their knowledge of the ICS 300 level information before attending the ICS 400 level course. Although this is a DHS recommendation only, VDEM supports this process so that ICS 300 course attendees can maximize their learning by both verifying their need for completing ICS 400 and by not attempting to assimilate both Intermediate and Advanced ICS principles over a short period.

This course was conducted in accordance with the NIMS Training Program (2020).
