The Virginia Department of Health (VDH) in conjunction with NVERS and the Virginia Healthcare Emergency Management Program (VHEMP) is excited to announce the 2024 Community-Based Emergency
Response Seminars (CBERS). CBERS is an annual training and exercise session designed around a specific topic for community partners.

The purpose of the 2024 CBERS series is to provide Healthcare Coalitions, EMS Agencies, Public Health, Hospitals, Public Safety, and Emergency Management partners an opportunity to examine a multi-
agency response to a highly infectious disease, in accordance with existing plans, policies and procedures, and existing national standards. The sessions will be conducted in a Tabletop Exercise (TTX) format.
The 2024 Community-Based Emergency Response Seminars (CBERS) sessions have been scheduled and registration is open!

Who should attend CBERS?
The sessions are targeted to Public Health personnel, Coalition staff and partners, Public Safety, EMS, and Emergency Management Agencies, and Hospital partners.

What are the learning objectives of CBERS 2024?

  • Examine the ability of the Virginia Department of Health, Hospitals, and EMS providers and other partners to conduct unified surveillance and investigations in accordance with applicable plans, policies, and procedures in response to a public health threat.
  • Evaluate the adequacy of state and regional (intra/inter) caches of health and medical supplies that would be necessary to support responder and patient health and safety.
  • Evaluate the ability to develop and implement Crisis Standards of Care (CSC) guidance or recommendations, for the management of medical surge and placement of patients that minimizes impacts on the Healthcare system in accordance with current plans, policies, and procedures in response to a public health threat.
  • Examine the ability of Healthcare, Public Health, Emergency Management, Public Safety and Private Sector partners to activate and prescribe to all applicable plans, policies, and procedures in response to a public health threat.
